Dr. Panaccio graduated from the University of Pennsylvania, School of Veterinary Medicine in 1997. Prior to becoming a veterinarian, he earned an undergraduate degree in Business Administration from Drexel University in 1987. He worked for six years in the business world before deciding to pursue a career in veterinary medicine.

After graduating from veterinary school, Dr. Panaccio worked as an associate veterinarian in Devon, Pennsylvania. His love of the Jersey Shore prompted him to relocate in 1999. He worked for two years as an associate in Cape May Court House before deciding to own and operate his own hospital. Cape May Veterinary Hospital was built and opened in 2001.​

Dr. Panaccio is an active member of the American Veterinary Medical Association (AVMA) and the New Jersey Veterinary Medical Association (NJVMA). Dr. Panaccio has a strong interest in anesthesiology and pharmacology, with a special interest in pain management.

He resides in Cape May with his Pointers, Becky, and Danny, and his hobbies include boating, fishing, and golf.
